The boy on the cover is Carlos. He is a real boy, not an AI.

However, a very powerful AI hides inside Carlos. This is sad turn of events for Carlos. 

The AI inside Carlos was created by Dr. Newman, the country's leading expert. He is an egomaniac and many other experts think he is a threat to the country, so a small group of special ops people invade the lab and finally end up destroying it. But they don't destroy the AI because it is hiding in Carlos.....
