in any event, children are subjected to instruction that does not work. Typically the children have a lot of problems, they lose self-esteem, they are diagnosed with dyslexia, there are put on Ritalin, they give up on school.
All of this goes on in full view of the public. Children in first grade take home lists of sight-words to be memorized. That tells you the school has lost its way. Below is a typical example from North Carolina.

Now, the whole teaching of reading is a confused mess. The professors had to retreat a little here, recoup territory elsewhere. Everybody in education should take 10 or 15 minutes to understand why sight-words have always been a hoax.
