The district I am currently in has a big issue with spending through BOCES contract modification forms. We have developed a request form which should resolve the problem, nobody in the district will be allowed to complete the form to be submitted for signature of the Superintendent without approval on a BOCES request for service form, first. This solution puts the Finance office in the loop of requests that will cost money and gives us the opportunity to suggest other vendors for the same service as you would do with any other requistion.
