As you can see from this chart and story (This Is What It Takes To Get A Teacher Fired Around The Country), only a few states (the ones with darker boxes) require four or five years of teaching before giving tenure. There are other things like teacher preparation and supervision/PD that are more important than tenure timelines, but 3-4 years doesn't seem like enough to me.
