School districts should act to prevent teacher shortages, rather than waiting for a crisis, suggests Lisette Partelow, director of teacher policy at the Center for American Progress. In this commentary, she asserts that a lack of proper planning results in stop-gap measures that erode the profession and are a disservice to students.
