Teachers: Gov. Cuomo's education overhaul plan doesn't add up

(01/04/12) WOODBURY - During his State of the State address today, Gov. Andrew Cuomo (D-N.Y.) outlined a plan to form a commission to examine linking state aid to each school district's performance, raising questions among educators on Long Island.

Cuomo said he will appoint a bipartisan education commission to work with the Legislature to recommend reforms in management efficiency, student achievement and teacher accountability, a key component of which will be putting in place a teacher evaluation system.

As News 12 Long Island has reported, the teacher evaluation system will be based on 100 points, 20 percent of which will based on student exams, another 20 percent on student achievement and 60 percent on other criteria such as independent classroom observation.

South Side High School Principal Dr. Carol Burris and the Wheatley School Principal Dr. Sean Feeney say they support a lot of what the governor wants to do to reform education, but both say they are concerned about the degree to which the teacher evaluation system would rely on students' test scores.

Cuomo also said while New York spends more money than any other state on public education, it's only 38th in graduation rates.
