Plans New Evaluation System for Principals

BARTOW | School Board members got their first look Tuesday at a new evaluation system for school leaders.

The 125-page evaluation system is for principals and assistant principals.

Fifty percent of the scoring is based on student achievement, deliberate practice, instructional leadership, professional and ethical behavior and operational leadership. The other half is based on schoolwide data such as student performance on the Florida Comprehensive Assessment Test.

The ratings will be unsatisfactory, needs improvement, effective or highly effective.

The new evaluation system puts the burden on school administrators to ensure teachers are providing good instruction in the classroom, said Cheryl Joe, district director of professional development.

"If we are doing things that have not been proven to change student achievement, we should be no longer doing it," Joe said.

Bill Strouse, a consultant for professional development, made the presentation with Joe to the board during Tuesday's work session. The School Board will approve the evaluation system at a later date and it should be implemented in August.

After evaluation, each school‘s principal and assistant principal will be rated on the 2011-2012 and the 2012-13 school years, Joe said.

Strouse, who is the former director of professional development, said the measurements for the state's requirement are some of the best the district has seen. However, getting a good rating will not be easy.

"Many can achieve effectiveness," he said. "However, highly effective is more difficult to demonstrate."

Strouse said being an effective school principal is harder than it once was and district officials will need to consider scaling back some of their expectations.

Sherrie Nickell, superintendent of schools, said district leaders are talking with principals about what support they need.

"I wish we had another couple of months to think about this and do it well," Nickell said. "Unfortunately, we do not have that gift of time so we're going to have to keep plodding ahead."

District officials created a teacher evaluation system last fall that requires school leaders spend additional time observing classrooms. Since then, state education officials have required more changes to the teachers' evaluation system. The professional development team will have to spend time this summer making the revisions, Joe said.

In addition to the new school leader evaluation system, district officials are waiting on school grades and their impact on the schools. The grades, which are the state's assessment of the schools, are expected to be released within the next couple of weeks. New state law requires that the administration of F schools be replaced and the administration of D schools be heavily scrutinized.
