  • the highest achieving students on international assessments . . .  and . . .
  • no mandatory standardized testing
  • teacher autonomy in curricular and instructional decisions
  • a shorter school day
  • time for peer collaboration among teachers
  • decentralized, local decision-making
  • one union of educators (teachers, administrators, ministry-level staff)

What can we learn?  How must we change?
