New York Gov. Kathy Hochul is proposing a major shift in education policy to transform the way reading is taught in schools by requiring districts to adopt "scientifically proven" literacy approaches by September 2025. Hochul plans to allocate $10 million to retrain teachers in the "science of reading," emphasizing phonics and foundational skills, as she addresses the need for a more structured approach to improve reading proficiency, particularly among students of color and low-income students.
