 argeted set of research-based strategies that are expected to successf
 ully engage these \nlearners and promote their academic development, 
 as well as an observation protocol linked to \nthe NYS Teaching Stand
 ards.  Emphasis will be placed not only on observable classroom \nbe
 haviors but also on the professional collaboration that is required to
